The water line could be slugged with an air lock. Take the filter out again and see if you Water on the input side have the filter. If you do, then you attach the water filter, turn on the water and wait to be sure water comes from the output of Filter without sputtering. A bucket will come in handy for all of this, if you can reach the sink with water line. Re-attach the filter to the fridge. This should . Work If not, you have a problem with your refrigerator. If the filter inside the fridge you need to get running water from the water dispenser to air to get out of the lines. If you only have an ice machine then this could be much more complicated.
